Capital Project Sales Tax Referendum – VOTE NO

Greenville, SC / August 7, 2024 — South Carolina’s Greenville County Republican Party appreciates information shared by District 19 Councilman Benton Blount and District 21 Councilman Elect Curt McGahhey regarding the Capital Project Sales Tax Referendum County Council voted to put on our November ballots. Based on these discussions, we agree with Councilman Blount’s view as expressed in his Substack (bentonblount.substack.com) dated August 3, 2024, that “voting against this tax might be the only way to ensure we get a more responsible and well rounded proposal in the future….

In November, Greenville County voters will be asked:
Must a special one percent sales and use tax be imposed in Greenville County for not more than 8 years to raise the amounts specified for the following purposes? (…)
The Greenville County Republican Party feels that the answer to this question should be NO for the following two reasons, among others.

(1) Section 2.03 (f)(ii) of the proposed ordinance reads as follows:

(ii) “The CPST Revenues and any related bond proceeds will be used and expended for procurement, project management, right-of-way, design, engineering, construction and/or improvement of the projects listed on Exhibit B [of the Commission Resolution], including payment of such sums as may be required in connection with the issuance of bonds.”

Voters have seen no cost breakdowns for this additional revenue stream.

  • How do we know that the projects detailed in Exhibit B of the proposed ordinance, titled “PROJECTS AND TIERS OF FUNDING PRIORITY” will actually get done?

  • What is the cost of preparatory/administrative work associated with the proposed tax, as compared to the cost of actual new roads voters would drive on?  

  • Many voters believe there is an unfactored additional labor cost associated with a “yes” vote to increase the tax.  Who can assure us there is adequate already-funded staff in place now, to handle the additional administrative work associated with this tax increase and subsequent project expenditures/tracking?

(2) Greenville County Voters already pay taxes for road repair

  • What is SCDOT contributing to the total cost of repairs for projects listed in Exhibit B, and

  • Is the Upstate being punished for its conservatism, through a biased allotment of fewer dollars for road maintenance in our county specifically, by South Carolina’s purple legislature?

Again, the Greenville County Republican Party feels that the answer to this question on the ballot should be NO.
